Independent review of governance and structure of NOTA
This is an invitation to tender for a consultancy service to the National Organisation for the Treatment of Abuse (NOTA).
We require an established professional with expertise in the charitable sector and experience of advising Boards and senior management of third sector organisations who is independent from NOTA.
- Background
NOTA UK and Ireland is the National Organisation for the Treatment of Abuse. NOTA is a registered charity established as a National Organisation in 1991. Membership is open to any professional whose work concerns intervention with sexually aggressive individuals regardless of their age, race, gender or sexual preference. With a growing multi-disciplinary membership comprised of 1,300 practitioners, managers and policy makers from the public, private and voluntary sectors, NOTA is able to bring a wide variety of perspectives to intervention with those whose sexual behaviour leads to harm for individuals, families and communities.
NOTA has a range of committees that report to the board (training, membership services, conference committee, research, policy practice, NOTA news and prevention) and hosts the largest annual conference on prevention of sexual violence and sexual abuse in the UK each year, as well as other regional conferences and training events. NOTA also produces NOTA news delivered regularly to its members and the Journal of Sexual Aggression.
NOTA currently has 13 local branches throughout UK and Ireland, and all NOTA members are members of a branch. Each branch has an elected Executive Committee made up of volunteers that set their own agenda for organised activities throughout the year. These activities can include both local network meetings as well as training events. For some years many NOTA branches have struggled in being able to co-ordinate NOTA initiatives locally.
NOTA is seeking to employ a consultant to help build organisational excellence and ensure that our work gives maximum value to members.
2. Objectives and deliverables
The project’s objective is to provide a written assessment of our current structures and governance processes and whether they are in line with our strategic goals and operational needs. The consultant should provide an options appraisal in relation to possible next steps for the charity.
The work may include any or all of the following:
- Review of relevant policy documents, terms of reference, memorandum and articles of incorporation
- Survey of views of NOTA branch and committee chairs
- Interviews with NOTA chair, general manager, vice chair
- Focus groups with branch chairs
- Focus group with committee chairs
- Interviews with associate members of the board
- Focus group with members
- Bench marking against other membership associations in parallel areas
The consultant will update the NOTA board (via zoom meeting) on progress in September 2023 and present key findings and submit a paper outlining recommendations at our online board meeting in December 2023. The consultant will also assist with the rewriting of relevant governing documents if appropriate. The main points of contact during the project will be the NOTA chair and the NOTA general manager. The consultant will need to update main contacts on a fortnightly basis on progress once the project has begun.
As this contract will include the sharing and processing of personal data and/or business sensitive information, the successful bidder will be required to agree to a Data Sharing and Processing Agreement prior to the commencement of the contract.

- Up to date CV
- Methodology and indicative timeline
- A budget of no more than 5K including VAT
- Any other information deemed appropriate
- Two references
Bids will initially be screened for minimum requirements and then rated by quality and price.
Bidders pricing submission shall include for the cost of the whole of their obligations and liabilities under the Contract including all necessary costs.
